China is one of the most arid countries in the world, the area of arid and semiarid district accounts for nearly 52.5% of the national area. Currently, the area of arid agriculture is about 33,000,000 hm².

There are many problems of the sustainable development in arid agriculture. First, the rainfall is little; the temperature is low; the soil is lean; the yield is low and unstable; the life of the farmers is poverty-striken. Secondly, the erosion of soil and water is serious.

The reason of soil and water loss & ecological deterioration not only lies in scale reclamation, but also dues to the way of tillage. For example, farmers here like to obey to traditional tillage, such as, firing the straws, using mouldboard plow, and this is not a good way to treat soil, but do contributions to dust storm, and so on. To control the dust storm, protect the ecological environment, change the status of arid district, we need to develop conservation tillage to protect the farmland, decrease dust storm, minimize soil and water erosion.
